Last December, Iowa Attorney General Tom Miller promised a group of foreclosure victims and their advocates that the 50-state investigation of the mortgage industry he is leading would hold unscrupulous mortgage servicers accountable and "put people in jail."

But now AG Miller has changed his tune, calling the investigation "inherently civil," not criminal. Just this past week, AG Miller once again met with a group of concerned Iowans. This time, however, he refused to repeat his pledge to prosecute those responsible.
